Animal Research Compliance Investigations

From 1997-2005, Mr. Mondschein served as a Non-University Affiliated member of the University of Wisconsin School of Letters and Science Animal Care and Use Committee. In that role he participated in federally mandated review and supervision of research involving animals conducted in the Department of Psychology, Department of Zoology and Center for Limnology.  The Committee also conducts facility inspections, and provides general oversight to animal related research.

In 2005, he also served as a Non-Affiliated Member of the University of Wisconsin All-Campus Animal Care and Use Committee.  This Committee provides oversight to the other campus departmental Animal Care and Use Committees, and, among other things, reviews and develops campus wide policies related to animal research. He has written for Lab Animal on the role of the unaffiliated IACUC member and for PRIM&R on current legal news affecting institutional animal care.

For over twenty-five years, Mr. Mondschein’s legal career has focused on litigation of technical cases, including veterinary, medical and engineering issues.  This kind of litigation involves extensive fact-finding investigations in a wide range of subjects, including scientific issues related to animal care, husbandry and commercial production.  They have involved hundreds of interviews, depositions, review and analysis of thousands of documents, and study of scientific research. 

Where regulated research involving animals is conducted, from time to time there is the need for investigation and fact-finding regarding allegations of protocol violation, misconduct or mismanagement, or where negative outcomes occur.  Often these investigations can be conducted without the use of resources from outside the institution. There are times however when outside resources and fact finders will be needed.

Mr. Mondschein and his associates are available nationwide to conduct investigations of allegations of compliance violations or other issues where independent fact-finding and reporting are needed.
